EdCIL (India) Limited — a Mini Ratna Category-I CPSE under the Government of India — is hiring one Consultant (Legal) for the Project Management Unit under Samagra Shiksha & STARS, Department of School Education, Government of Rajasthan. Applications are online only, through the EdCIL Resource Pool Portal.
The reports carrying this vacancy have given the qualifications and the closing date. None of them has given the salary, and the salary is the whole point: this post pays Rs. 80,000 a month, consolidated.
There are three further things in the official advertisement that materially change who should apply. They are set out below.
Four Things the Reports Left Out
1. The fee is Rs. 80,000 per month, consolidated.
Post code 401, in the Rs. 80,000 band. The advertisement states that the fee is "on consolidated basis and inclusive of all allowances" — so treat it as the whole figure, not a basic to be grossed up. For a lawyer two or three years out, this is a strong number, and it is the single fact most likely to decide whether you apply.
2. The job is in Rajasthan — not Delhi.
EdCIL's registered office is on K.G. Marg, New Delhi, and that address heads the advertisement. It is not where you would work. The advertisement states that the place of work "will be at State / District / Directorate Level in Rajasthan." This is a Jaipur-and-districts posting under the Rajasthan Council of School Education. If you read "EdCIL, New Delhi" and assumed a Delhi posting, correct that before you apply.
3. Everything is counted as on 1 April 2026 — age, qualification and experience.
The advertisement fixes a single cut-off: age not more than 45 years as on 1 April 2026, qualifications and post-qualification experience "acquired on or before 1st April 2026", and experience "counted as on 1st April 2026". Reports stating "Age Limit: 45 Years" without the reference date invite two opposite errors. If you crossed 45 after 1 April 2026, you are still eligible. If your third year of practice completes in, say, June 2026, you are not — even though you would qualify on the closing date. Check your dates against 1 April, not against 24 August.
4. It is a one-year contract, extendable by one year. And there is no application fee.
The engagement is "purely on contractual basis for a period of one year, which may be extended by 1 year" subject to the requirement of the Ministry of Education and your performance. The advertisement also states expressly that the appointment gives no right to claim regular appointment or permanent absorption. On the other side of the ledger: "No fees are required to be paid" — applying costs you nothing but the time.

Eligibility
Essential qualification
- Bachelor's Degree in Law (LL.B.) from a recognised University or Institution, or a Master's Degree in Law (LL.M.).
- Good command of computer applications, especially MS Word, PowerPoint and Excel.
Essential experience
- Minimum 3 years' post-qualification experience for LL.B., or 2 years' post-qualification experience for LL.M., in legal matters, contracts, litigation, arbitration, policy matters or regulatory compliance.
- Experience in drafting and vetting legal documents, agreements, MoUs, affidavits and court-related matters.
Desirable
- Enrolment with the Bar Council of India or a State Bar Council.
Bar enrolment is desirable, not essential. Read that carefully.
Most public-sector legal advertisements make enrolment and a Certificate of Practice a threshold condition. This one does not — it places Bar enrolment under "Desirable". That opens the post to a group usually shut out: LL.M. holders who never enrolled, in-house and compliance lawyers, policy and research professionals, and academics with two or three years of relevant work. If you have a law degree and relevant experience but no sanad, this is one of the few Rs. 80,000 government-sector legal posts you can actually apply for.
The Finding Worth Acting On: This Is the Softest Entry in Its Pay Band
The Rs. 80,000 band in this recruitment contains six Consultant posts, all capped at 45 years. Comparing their requirements side by side produces a result that is not obvious from any single listing:

The Legal post is the only one of the six that requires less than four years, and the only one that imposes no minimum percentage of marks. An LL.M. holder with two years of relevant work qualifies for the same Rs. 80,000 that every other stream in this band demands four years and a 60% degree to reach. If you are early in your career and have been finding that public-sector legal posts all want seven or ten years, this is the one to look at.
Only 1 of 57 Positions Is Legal
The advertisement covers the entire Rajasthan PMU. It is worth seeing the whole picture, because it tells you how narrow the legal opening is:

Fifty-seven positions in all. One of them is the legal post. That is worth knowing before you tell yourself the competition will be thin — a single vacancy at Rs. 80,000 with a low experience bar and no enrolment requirement will attract a large field.
Selection Process
- Selection is based on academic and professional qualifications and post-qualification experience, and will also include an interview as may be decided depending on the total number of eligible applicants.
- Merely meeting the eligibility criteria does not entitle a candidate to be called for interview.
- A waiting list will be prepared for each category, to be used if the selected candidate does not join or a consequential vacancy arises.
- Original documents proving qualifications, experience and age must be produced when called for interview.
- Call letters and all communications go only by email, to the address given in the online form. Keep that mailbox active.
How to Apply
- Step 1. Apply online only, through the EdCIL Resource Pool Portal at tsgrecruitment.edcil.co.in. There is no offline route.
- Step 2. Select post code 401 — Consultant (Legal), STARS.
- Step 3. Upload documents — education, post-qualification experience, photograph and resume — in PDF format only. The advertisement is specific about this.
- Step 4. Submit on or before 24 August 2026.
- Step 5. Note the advertisement number and your online application number for future reference.
Two conditions that quietly disqualify people.
One application per post. Candidates applying for more than one post must submit a separate application for each — a single form does not carry across. Proper channel. If you are currently working in a Government organisation, PSU or autonomous body and your service rules require it, your application must be routed through proper channel. Both are ordinary requirements that get ignored under deadline pressure, and both are clean grounds for rejection.

What the Work Actually Is
This is not a litigation post. The Project Management Unit supports the Rajasthan Council of School Education in implementing Samagra Shiksha and STARS — centrally sponsored school education programmes running from pre-primary to Class XII under NEP 2020. The legal work in a PMU of this kind is contracts, tenders and procurement documentation, MoUs with partners and agencies, scheme compliance, replies and affidavits in service and scheme-related matters, and legal vetting of departmental decisions.
If you want court craft, this is not it. If you want to understand how a large public programme is actually administered — and to build a profile in education law, public procurement and scheme compliance — a year or two inside a State PMU is genuinely useful experience, and the kind that is hard to acquire from outside.
Should You Apply?
Apply if you are within 45 as on 1 April 2026, have two years post-LL.M. or three years post-LL.B. of relevant work as on that date, and are willing to relocate to Rajasthan for a one-year contract. It costs nothing to apply, the pay is well above what most two-to-three-year lawyers earn in litigation, and enrolment is not a barrier.
Think twice if you need permanence — the advertisement is explicit that this creates no right to regular appointment or absorption — or if relocation is not workable. Also note the advertisement's own caveat that the posts and vacancy numbers are indicative and may be upgraded, downgraded or changed without notice, and that EdCIL reserves the right to cancel or postpone the recruitment.
