Few public bodies in India are litigated against as often as the National Testing Agency. Every examination cycle generates writ petitions across the High Courts and, increasingly, before the Supreme Court — on answer keys, normalisation, question errors, centre allotment, re-tests and cancellation. The NEET-UG proceedings of 2024 put that litigation on the front page.
NTA has now advertised two Young Professional posts in Legal Research, to sit inside the Legal Unit that defends all of it.
The engagement is being made through the Pratibha Setu portal of the Union Public Service Commission, and that single fact narrows the field sharply. This post sets out what the role involves, who is actually eligible, and what the terms are.
Background — Why These Posts Exist
NTA is an autonomous body under the Ministry of Education, established in November 2017, and conducts JEE (Main), NEET-UG, CUET (UG and PG) and UGC-NET, among others — several lakh candidates each cycle.
Following the recommendations of the High-Level Committee of Experts chaired by Prof. K. Radhakrishnan, NTA is undertaking what the advertisement calls a comprehensive rebuild of its academic, technology, security and research capabilities. These Young Professional posts are part of that rebuild, spread across three streams:

What the Work Actually Involves
This is the part worth reading closely, because it is unusually substantive for a Young Professional post. The advertisement describes the Legal Research stream as covering:
- Legal research on examination conduct, candidate grievance, disciplinary matters, and the regulatory framework governing NTA.
- Drafting affidavits, counter-affidavits, replies to legal notices and other pleadings in matters before the High Courts, the Supreme Court and other forums.
- Compiling case-law digests, precedent analyses and comparative jurisprudence on examination-related litigation.
- Preparing briefing notes for external counsel engaged by NTA.
- Supporting the Unit on contract review, regulatory compliance and Board-level frameworks.
- Drafting responses to representations, RTI queries and grievance escalations carrying legal implications.
NTA notes that the scope is indicative, and that actual work will be assigned by the Director General or an authorised officer according to operational priorities.
Eligibility — Read This Before Applying
You must have appeared in the Civil Services Examination with Law as an optional subject, be on the Pratibha Setu portal, and hold an LL.M. All three, together.
The requirements are:
- The candidate must have appeared in the Civil Services Examination with Law as an optional subject, and must be registered on the Pratibha Setu portal.
- A Master’s degree in Law (LL.M.) from a recognised university.
- Prior experience in legal research, litigation support, or work with a court, tribunal, law firm or Government legal department is preferred.
- Age as prescribed by the Pratibha Setu portal for engagement as a Young Professional.
The Pratibha Setu portal is UPSC’s platform for candidates who cleared the preliminary stage of a UPSC examination but were not finally recommended for appointment. It exists so that recruiters can reach that pool. If you are not on it, you cannot apply through this route — there is no alternative channel in the advertisement.
Terms of Engagement
- Remuneration: Rs. 80,000 per month, fixed and all-inclusive. No separate allowances. Statutory deductions apply.
- Duration: 24 months initially, extendable by a further 12 months on satisfactory performance, at NTA’s sole discretion.
- Leave: Eight days per year on a pro-rata basis, plus NTA holidays. No other leave or allowance.
- Hours: Full-time, five days a week. Extended hours and weekend work during examination cycles.
- Nature: Purely contractual. It creates no right to regularisation or to any Government post.
- Termination: 30 days’ notice on either side; immediate termination for misconduct or breach of confidentiality.
- Confidentiality: A Non-Disclosure Agreement must be signed at joining, and the obligation survives the engagement.
Reporting and Appraisal
Legal Research YPs report to the Head of the Legal Unit, or an officer designated by the Director General. Each YP is assigned a mentor or supervising officer who guides the work, reviews deliverables and appraises performance. Performance is reviewed after six months and annually thereafter, and any extension turns on that assessment.
Conflict of Interest — A Real Restriction
- A Young Professional may not, during the engagement, take up any other paid work, consultancy, teaching, coaching or advisory role that could conflict with NTA’s work.
- The advertisement singles out any association with coaching institutes, publishers, or agencies engaged in examination preparation.
- Any conflict, actual or perceived, must be declared at joining and immediately on arising.
For anyone currently teaching at a coaching institute or writing for an examination publisher, this is not a formality. It is a bar on the very work many law graduates use to supplement income, and it is stated in terms.
Selection Process
- Shortlisting on eligibility and profile fit with the stream.
- Interview, in person at NTA’s premises or by video-conference, assessing analytical capability, understanding of NTA’s work, and motivation.
- NTA reserves the right to hold a written test or task-based assessment.
- Final selection is at NTA’s sole discretion; no correspondence will be entertained on the outcome.

Is It Worth It? An Honest Assessment
What is genuinely good about it. Examination litigation is one of the busiest and least-written-about corners of Indian public law, and it moves fast. A YP in this Unit will work on affidavits filed in the High Courts and the Supreme Court, brief external counsel, and build case-law digests on a body of jurisprudence that is still forming. For someone who wants litigation exposure on the State side of the record, with a named supervisor and a structured appraisal, two years here is real training. Rs. 80,000 a month is also at the upper end for a Young Professional post.
What to weigh honestly. It is contractual, capped at 36 months, and confers no path to regularisation — the advertisement says so expressly. Eight days of leave a year is thin. Peak examination cycles mean extended hours and weekends. And the conflict-of-interest clause closes off coaching and publishing work entirely for the duration.
Who should apply. If you sat the CSE with Law optional, are on Pratibha Setu, and hold an LL.M., this is one of the better-designed public-sector legal engagements advertised this year — and with only two posts, the competition within that narrow pool is the only real question.
