Before you read further, find the sleeper clause. If you are a transactional or in-house lawyer with five clean years and no cause list to point to, that line is aimed at you — and you have about ten days to work out what you can honestly say.

1. What APCRDA Is — and Why This Job Exists Now
APCRDA is the statutory authority constituted under the Andhra Pradesh Capital Region Development Authority Act, 2014 to plan, develop and deliver Amaravati, the State's greenfield capital. It is not an ordinary municipal body. It is the planning authority, the land-assembling agency, the infrastructure client and the promoter of special purpose vehicles, all at once.
That matters for anyone considering this post, because it explains why the job description is as long as it is.
Amaravati was assembled not by compulsory acquisition alone but through a Land Pooling Scheme under the AP CRDA Act — farmers surrendered land in exchange for returnable developed plots and annuities, evidenced by Land Pooling Ownership Certificates (LPOCs). The State holds a land bank of the order of 54,000 acres for the capital, and a second phase of land pooling (LPS 2.0) is now under way, with reports of roughly 36,000 further acres being offered and field verification of survey lines and cadastral records proceeding across the capital villages.
Put plainly: APCRDA is simultaneously running a land pooling scheme, a land acquisition programme under the RFCTLARR Act, a very large construction and PPP procurement pipeline, a set of subsidiaries and joint ventures, and the litigation that all of that generates. Four Assistant Managers–Legal are being hired because there is more legal work at Amaravati right now than the Legal Wing can absorb.

A note on the pay clause
The notification reads: "A fixed monthly consolidated pay of Rs.61,960.00 will be offered to Assistant Manager-Legal, commensurate with experience."
Those two ideas sit oddly together — a fixed figure that is also commensurate with experience. The safer reading, and the one to plan around, is that ₹61,960 is the number. Do not go in expecting a negotiation on the strength of eight years rather than five. Note also that "consolidated" means exactly that: no HRA, no DA, no allowances layered on top, and on a contract engagement, no pension or seniority.
3. Eligibility — the Essential List, Read Properly
This is where most candidates will misread the notification, so it is worth setting out exactly what is essential and what is merely desirable.

Desirable
- Experience in project development, infrastructure and PPP / concession matters of a development or infrastructure authority.
Two observations.
First, the essential list is unusually wide, and the word to hold on to is "working knowledge." The notification does not ask for five years in each of these areas — that would be impossible. It asks for five years' post-qualification experience, coupled with working knowledge across the listed subjects. Read it as a description of the desk rather than a checklist of separate qualifications. A litigating advocate with a land and civil practice, or a lawyer from a state development authority or infrastructure client, will map onto most of it. But do not assume the panel will be generous: a candidate who cannot speak to land, contracts and arbitration, and CPC at minimum is applying against the grain of the advertisement.
Second, no LL.M., no NET, no PhD is required. The bar is an LL.B. and five years. This is a practitioner's post, not an academic one, and the qualification that will actually distinguish applications is demonstrable land and infrastructure work — precisely what the PPP/concession line marks as desirable.
The one soft spot in the drafting is the phrase "from reputed Institutions", which is undefined and attached to no list, ranking or approval criterion. In practice a degree from any Bar Council of India–recognised institution ought to satisfy it, but the phrase gives the authority discretion it has not explained, and it is worth being conscious of.
4. The Year-Wise Cases Requirement
The last bullet in the qualifications column is the one that will decide a meaningful number of these applications:
"Required to furnish year-wise cases handled in the courts with details."
Take this seriously and prepare it properly, because three things follow from it.
- It is a court-work requirement in substance. The essential qualification says only "five years' post-qualification experience", but this line asks for a year-by-year account of matters handled in the courts. A purely transactional or compliance CV has nothing to put in that column. If that is your position, be candid about it and lead instead on the desirable criterion — project, infrastructure and concession work — rather than leaving the field blank or padding it.
- "Year-wise" means a table, not a paragraph. Set it out by year, and for each matter give the cause title, the court or tribunal, the case number, the party you appeared for or advised, the subject matter, and the present status or outcome. Group them so that land, arbitration, service and writ matters are visible as clusters.
- It is verifiable, and the selection process is document-based. Reported details of the selection indicate scrutiny of applications followed by document verification rather than a written examination. Where the verification stage is doing the filtering, an overstated case list is not a minor embellishment — it is the thing being checked.
My practical advice: build the table before you open the application form. Pull your vakalatnamas, diary and filing records, and reconcile them year by year from your date of enrolment. If you have appeared as a junior without your name on the record, say so accurately — "assisted in", "drafted pleadings in", "briefed counsel in" are all honest and all better than a claim that verification will puncture.
5. What the Job Actually Involves — All Twelve Tasks
The notification is unusually forthcoming about the role. The Assistant Manager–Legal will support the Legal Wing in providing legal services for the planning, development and delivery of the Amaravati Capital City and allied infrastructure projects, assisting departments, agencies, special purpose vehicles and officials of APCRDA across its litigation, advisory, land, corporate and project/transactional functions.
The twelve key tasks are set out in full below, because between them they are the most accurate job description you will get, and they should shape your application.

Read tasks 2, 3 and 8 together. Land acquisition awards under RFCTLARR, LPS allotments and LPOCs, and coordination of filings before the High Court and Supreme Court are the same dispute at three stages. Whoever takes this post will spend a great deal of time at the point where a farmer's land, a returnable plot and a writ petition meet. That is not routine panel work; it is the core of what Amaravati is legally about.
6. How to Apply

The mode clause is absolute. The notification states that applications are to be made through the APCRDA website only, "as applications received through any other source/mode will not be processed." An email to recruitment@apcrda.org is a way to ask a question; it is not a way to apply. The phone line (0863-2000253) is open 10:00 a.m. to 5:00 p.m. on working days.
The notification does not state a closing time on 7 September. Treat the portal as closing at the end of that day and do not test it — file with days to spare, not hours.
7. Selection, Fee and Age — What the Notification Does Not Say
Three things a candidate will want to know are not in the notification at all, and it is more useful to say so than to fill the gaps with guesswork.

Treat the second column as authority and the third as indication. The fee and selection details come from recruitment aggregators, not from the notification or from a published APCRDA statement, and I have not been able to verify them against the authority's own text. The prudent course is to check the online form itself when you open it — the fee position and any declared stages will appear there — and to telephone the recruitment line if anything material is unclear.
Two practical inferences are, however, fairly safe. Where selection turns on scrutiny and verification rather than a test, the written application is the entire examination — there is no second chance to make an impression. And where no age ceiling is prescribed, an experienced practitioner who would be time-barred from most government posts is not shut out here, which is unusual and worth acting on.
8. The ₹1.5 Lakh APCRDA Post That Closed Yesterday
This is the part that will not appear in the aggregator listings, and it is the reason to watch the APCRDA careers tab directly rather than a jobs feed.
APCRDA has issued a run of notifications this month. Employment Notification No. 06/2026 advertised one post of Deputy Director and two of Assistant Director, and its prescribed qualification expressly included a Master's Degree in ... Law alongside MBA, International Relations, Public Policy, Economics, Urban Planning and Development Studies. The consolidated pay was ₹1,50,000 per month for Deputy Director (five years' experience) and ₹1,00,000 per month for Assistant Director (two years' experience), each on a one-year contract.
That window ran from 14 August to 27 August 2026. It has closed.

The lesson is worth more than the missed opportunity. An LL.M. holder who reads only the notification headed "Legal" would never have known that APCRDA was simultaneously advertising a post at two and a half times the pay for which a law master's degree was expressly qualifying — because the post was not called a legal post. Check the careers tab, and read every notification, not only the ones with "Legal" in the title. Given the pace at which APCRDA is currently recruiting, another such round is a reasonable expectation.
9. Conditions You Should Not Skip
The closing paragraph of the notification carries two reservations that materially affect what you are applying for:
"Posts are subject to vary based on the need of the project, and APCRDA reserves the right to fill or not fill the notified posts or to alter/modify/cancel the entire notification."
In plain terms: four posts is a statement of present intention, not a commitment. The number may go up or down, some or all may go unfilled, and the notification may be modified or withdrawn in its entirety. Contract recruitment by development authorities routinely carries such a clause, and it is ordinarily enforceable, but a candidate should apply knowing that a place in a merit list is not a right to appointment.
Add to that the one-year tenure. There is no stated provision for extension, renewal or regularisation. Plan on one year, and treat any continuation as a possibility rather than an expectation.
10. An Honest Assessment
The case for applying
- The work is genuinely uncommon. RFCTLARR awards from Social Impact Assessment through to R&R, a live Land Pooling Scheme with LPOC allotments, concession and EPC drafting, SPV and joint-venture documentation, RERA and NGT compliance, and coordination of High Court and Supreme Court filings. Very few five-year lawyers in India get access to that combination in one desk. As a CV line, "Legal Division, APCRDA, Amaravati" for even a single year is substantial.
- No age bar. A practitioner in their forties or fifties is not excluded, which is rare in government-side recruitment.
- No fee, no examination, no LL.M., no NET. The entry cost is a well-prepared application.
- Timing. With LPS 2.0 under way and construction being pushed hard, this is the busy end of the Amaravati project rather than a caretaker phase.
The case for hesitating
- ₹61,960 a month is about ₹7.44 lakh a year, and it is consolidated. For a lawyer with five years' post-qualification experience, that is modest, and it does not scale with experience despite the words in the notification. Compare the concurrent APCRDA finance posts at ₹1,00,000 and ₹1,50,000 for two and five years' experience respectively — the pay differential across the same authority, for comparable seniority, is difficult to justify on any reading.
- One year, no stated renewal, and an express right not to fill.
- Relocation to Amaravati, in Guntur District, is not optional — the place of work is stated.
- The breadth may be a trap as well as an attraction. A desk covering land, corporate, procurement, labour, RERA, environment and litigation at once is a description of a very heavy workload supporting a Legal Wing, not of a specialist role. Read task 10 — maintaining the case tracker and Legal MIS — as an honest signal about the volume of routine that comes with the interesting work.
Who should apply
On my reading, this post suits three people particularly well. The litigating advocate with a land, revenue and civil practice in Andhra Pradesh or Telangana, for whom the year-wise case statement is easy to produce and who wants institutional-side experience. The lawyer already in a development authority, PSU or infrastructure client, for whom the desirable criterion is satisfied and this is a lateral move to a larger canvas. And the experienced practitioner past the usual age ceilings, for whom the absence of an age bar makes this one of the few government-side legal openings actually available.
It suits least the young corporate associate on a metro salary, for whom the pay cut is real and the court-work column will be empty.

On the work, it is not. Amaravati is the largest live greenfield capital project in the country, it is being built on a land pooling scheme rather than acquisition alone, and a second phase of pooling covering tens of thousands of acres is under way right now. The lawyer who takes this desk will be drafting concession agreements in the morning and reconciling an LPOC grievance in the afternoon, and will see the RFCTLARR Act operate end to end — Social Impact Assessment, objections, declaration, Award, resettlement — which most lawyers only ever read about.
Whether ₹61,960 is a fair price for that year is a judgment each candidate has to make. What is not a judgment call is the preparation: build the year-wise case table first, and make it accurate. Where selection turns on scrutiny and verification rather than a test, that document is the examination.
