The Employees' State Insurance Corporation, Regional Office Odisha, has invited applications from practising advocates for empanelment as Panel Advocates to represent the Corporation before the courts and tribunals of the State.
The detail most advocates will skim past — and it decides whether you can apply at all.
The experience requirement is not a single figure. It is split by forum. Ten years is required for the High Court of Orissa and the CAT Cuttack Bench. For the district-level courts and other forums, the requirement is five years.
That halves the entry bar for a large group of advocates who will read "ESIC panel" and assume they are years away from being eligible. If you were enrolled in or before 2021 and practise in a district court in Odisha, you are within the field for the district and EI Court slots.
Applications go by post to Bhubaneswar and must reach the Regional Office by 25 August 2026, 5:00 PM. There is no online route.

Eligibility in Full
A candidate must satisfy each of the following:
- Possess at least a bachelor's degree in law from a University recognised in India.
- Be enrolled as an Advocate and in active practice at the Bar. A person holding a law degree but not practising is outside the field.
- Have the requisite years of professional experience — a minimum of ten years for the High Court of Orissa and the CAT Cuttack Bench, and a minimum of five years for district-level courts and other forums. The notification records that the experience actually required may be specified according to the nature of the court.
- Have a sound professional reputation, good communication skills, and adequate office infrastructure — an accessible office or chamber, supporting staff and working communication facilities.
The advertisement also records that the Director General, ESIC may relax or modify the eligibility conditions in appropriate cases, for reasons to be recorded in writing. That is a discretionary power and should not be treated as a route around the requirements, but it is worth knowing it exists.
What the Work Actually Involves
The four forums named in the notification tell you what ESIC's docket in Odisha looks like. Each generates a distinct kind of brief.
Employees' Insurance Courts — the specialised core
This is the work that distinguishes an ESIC panel from any other government panel. The EI Court is constituted under Section 74 of the Employees' State Insurance Act, 1948, and Section 75 sets out the matters it decides — whether a person is an employee within the Act and the contribution payable in respect of him, whether an establishment is covered, the rate and recovery of contributions, claims to recover benefit, disputes as to the amount of benefit, and questions of principal and immediate employer liability.
Two features matter in practice. First, the jurisdiction of the civil court is barred in respect of matters that fall within the EI Court's competence, so this is not litigation that can be routed elsewhere. Second, the subject-matter is technical — coverage, wage records, contribution periods — and a counsel who has done it before is materially quicker than one who has not.
Central Administrative Tribunal, Cuttack Bench
ESIC is a statutory corporation and the service disputes of its own employees go before the CAT. Expect promotion, seniority, disciplinary and pension matters. This slot rewards a service-law practice more than a general civil one.
High Court of Orissa
Writ petitions and appeals arising out of everything above — challenges to coverage determinations, to recovery proceedings, to EI Court orders, and service writs.
Consumer forum work
The inclusion of consumer forum representation is the less obvious item on the list. ESIC runs hospitals and dispensaries, and medical services rendered for consideration have long attracted consumer jurisdiction. Advocates with a medical-negligence or consumer practice should read this line carefully, because it is not a category most people associate with ESIC.
How to Apply
- Download the prescribed application format from the official notification.
- Send the completed application to: The Regional Director, Employees' State Insurance Corporation, Regional Office, Panchdeep Bhawan, Plot No. C, Janpath, Unit-IX, Bhubaneswar, Odisha – 751022.
- The application must reach the office on or before 25 August 2026 by 5:00 PM. This is a receipt deadline, not a posting deadline — allow for transit.
- Superscribe the envelope as required by the notification: “APPLICATION FOR THE EMPANELMENT OF ADVOCATES FOR HIGH COURT OF ORISSA or CAT-CUTTACK BENCH or NATIONAL CONSUMER FORUM or ANY DISTRICT-cum-E.I. COURTS IN STATE OF ODISHA”, retaining the forum you are applying for. An unmarked envelope risks being set aside at the sorting stage.

Who Should Apply
This is aimed at advocates already practising in Odisha — at the Orissa High Court, before the CAT Cuttack Bench, or in the district courts and EI Courts of the State.
Advocates of five to ten years' standing should not self-select out. The district and EI Court slots are open to you, and they are where the volume of ESIC work actually sits. Panel work for a statutory corporation is one of the few reliable ways for a mid-level practitioner to build steady institutional briefing without giving up independent practice, and it carries real weight on a professional record.
If you have appeared in ESI Act matters before, say so specifically. Give the case particulars, the forum and the outcome. The EI Court is a specialised jurisdiction and a general civil profile will not distinguish you for those slots. The same applies to service matters for CAT and to consumer matters for the forum slots.
Take the infrastructure requirement seriously. The notification asks for an accessible chamber, staff and communication facilities, and that is not boilerplate — a panel counsel has to be reachable when a matter is listed at short notice. State your chamber address, landline or mobile, and email clearly in the application.
One point of caution. The advertisement as reported does not specify the number of slots, the terms of engagement, or the schedule of fees payable. Those are matters set out in the official notification and its annexures, and they should be read before applying rather than assumed from other ESIC regions.
