Ten days left — applications close 29 September 2026 at 11:59 pm. But read this before you apply, because the vacancy is not what the job listings say it is.
The “Law Officer” vacancy at the Uttarakhand Public Service Commission being circulated as a one-post LL.B. opening is neither a standalone recruitment nor an LL.B. post.
It is post code 9 of 16 inside the Uttarakhand Combined State Civil / Upper Subordinate Services Examination 2026 — Advertisement No. A-1/E-1/2026-27 dated 9 September 2026, 67 vacancies in all. It is filled through the full state PCS examination: preliminary, mains, interview. There is no application-and-interview route.
And the essential qualification printed against it is not a law degree. It is a postgraduate degree in any subject.
The two errors, precisely
1. It is a PCS examination post, not a direct recruitment
Post 9 sits in the same vacancy table as Deputy Collector and Deputy Superintendent of Police, under the same advertisement, the same single application form, the same fee and the same common examination. The advertisement sets out the process as प्रारम्à¤िक परीक्षा (objective), then मुख्य परीक्षा (written), then साक्षात्कार.
A reader in Delhi or Chandigarh acting on the listing would think an LL.B. and an interview will do it. In fact it means clearing a state PCS prelims and an eight-paper mains in which a third of the content is Uttarakhand-specific.
2. The post is in the School Education Department
The full designation is उप शिक्षा अधिकारी / स्टाफ ऑफिसर / विधि अधिकारी — Deputy Education Officer / Staff Officer / Law Officer — in the विद्यालयी शिक्षा विà¤ाग, the School Education Department, governed by the Uttarakhand State Educational (Administrative Cadre) Rules, 2013.
It is a single combined cadre post covering three roles. You are recruited into educational administration and may be posted to any of the three. That is a materially different proposition from a legal post in a law department.
The qualification — and an honest conflict
The essential qualification printed in the advertisement against post 9 is:
“à¤ारत में विधि द्वारा स्थापित किसी विश्वविद्यालय से परास्नातक उपाधि।”
— a postgraduate degree from any university established by law in India.
The word “विधि” in that sentence is part of the phrase “established by law”. It is not a law-degree requirement. The same formula appears verbatim against several other posts in the advertisement, including Deputy Collector and Treasury Officer. No percentage is prescribed, no Bar Council enrolment, and no experience.
Against that, one Hindi news outlet reports that a law degree is mandatory for the विधि अधिकारी role. We cannot confirm that from the advertisement. It may be that outlet’s own inference from the post’s name, or it may reflect a role-specific condition in the 2013 Rules that the advertisement does not reproduce.
We are not going to resolve that for you. What the advertisement prints is a postgraduate degree. A law-specific condition may operate at the cadre-allocation stage. If the legal role is the reason you are applying, read the advertisement and the 2013 Rules before you pay the fee.

The post nobody has mentioned
Post 10 — Assistant Labour Commissioner, Labour Department, Level 10. Its qualification accepts graduation in any of Economics, Sociology, Commerce, Law, Labour Relations, Labour Welfare, Labour Law, Social Work or Welfare, Business Management or Personnel Management.
On the face of the advertisement that is the more genuinely law-relevant post of the two — a law graduate is expressly within the qualification, and the work is labour adjudication and enforcement. Not one of the listings circulating the “Law Officer” vacancy mentions it.
If you are applying from outside Uttarakhand — read this part
You can apply. The advertisement permits non-residents of Uttarakhand to apply only under the unreserved (General) category. Four consequences follow, and together they are substantial.
- No vertical reservation. SC, ST, OBC or EWS status from Punjab, Delhi or anywhere else is not recognised. You compete for the 37 unreserved seats out of 67 — and for post 9, the single vacancy is unreserved in any event.
- No horizontal reservation. The women’s quota is expressly for उत्तराखंड की अधिवासी महिलाओं — Uttarakhand-domiciled women. The same restriction applies to ex-servicemen, persons with disabilities, dependants of freedom fighters, orphans and outstanding sportspersons.
- No age relaxation. The five-year relaxations are tied to Uttarakhand domicile. An out-of-state candidate faces a hard ceiling of 42 as on 1 July 2026.
- No fee concession. You pay the unreserved rate whatever your category at home.
And a practical point that outweighs the arithmetic: at least one-third of the preliminary questions relate to Uttarakhand, and the mains carries dedicated Uttarakhand papers. An out-of-state candidate starts a long way behind on content, not merely on seats.

Age: 21 to 42 years, the deciding date being 1 July 2026 — so born not earlier than 2 July 1984 and not later than 1 July 2005.

The examination
From the advertisement itself: three stages. The preliminary is objective and is a screening test only — its marks are not carried into the final merit. There are two objective papers; the second is qualifying at 33% for all categories, and merit at prelims is determined on Paper I alone. Negative marking is one-fourth of the marks allotted for each wrong answer or multiply-marked answer. At least one-third of the questions relate to Uttarakhand. The main examination is written, followed by an interview.
The detailed scheme and syllabus are in Appendix-2 to the advertisement, which runs past eighty pages. On the figures reported consistently by coaching sources — and we mark these as secondary, not as the advertisement’s own text — the prelims carry General Studies Paper I of 150 questions and 150 marks and a CSAT Paper II of 100 questions and 150 marks, both of two hours; the mains has eight compulsory papers and no optional subject, totalling 1,500 marks, with General Hindi requiring a minimum of 35%; and the interview carries 150 marks, for a final merit out of 1,650.
Verify those against Appendix-2 before you plan a preparation schedule.
Who should actually apply
This is a state civil services examination, and it should be approached as one. If you are already preparing for UKPSC, post 9 is one more option in a cadre you were going to compete for anyway, and a postgraduate degree in any subject qualifies you for it.
If you came to this because a job portal told you there was a one-post LL.B. vacancy with an interview, the honest answer is that the listing misled you. There is no such vacancy. What there is, is a 67-post state PCS examination closing in ten days, with a single unreserved seat in an education-department cadre that happens to carry “Law Officer” in its designation.
For a law graduate genuinely interested in this advertisement, post 10 — Assistant Labour Commissioner is the better-targeted option: a law degree is expressly within the qualification, and the work is labour law in substance rather than in name.
Either way, you are sitting the same examination. Decide on that basis, not on the designation.
