Solar Energy Corporation of India Limited (SECI) — a Navratna CPSE under the Ministry of New & Renewable Energy — has issued Notification No. 03/2026 for 28 posts. Online registration opened on 25 August 2026 at seci.co.in.
Most listings of this notification will tell you there are two legal vacancies. There are three. The third is worth more than one of the two, and it is not labelled "Legal" anywhere in the advertisement.
The Post Nobody Will Tell You About
Deputy Manager (Solar — Policy & Regulatory) accepts an LL.B.
The qualification for this Fixed Term E-3 post reads: "B.Tech/B.E. or 3 years Bachelor's Degree in Law (LLB) from a recognized University/Institute." A law graduate is expressly eligible, competing against engineers rather than against other lawyers. The essential experience is four years in the renewable energy or power sector or in legal and regulatory aspects related to the Electricity Act, and the desirable list asks for familiarity with electricity laws, regulatory frameworks, PPAs and PSAs, and drafting and vetting legal documents. At Rs. 11.47–13.3 lakh per annum, it pays more than the Officer (Legal) post — and because it does not carry the word "Legal" in its title, most law candidates will scroll straight past it.

Each carries one unreserved vacancy. Out of 28 posts in the whole notification — 9 regular and 19 fixed term — these three are the ones a law graduate can apply for.
Officer (Legal): One Year at the Bar Is Enough
This is the most accessible legal post SECI has advertised, and the experience clause is drafted unusually widely. One year of post-qualification legal work qualifies you if it was in the Supreme Court, a High Court, any other court, a Government or regulatory authority, a tribunal or any similar forum — or in the corporate sector handling power sector matters, corporate issues, or contractual and arbitration work.
Read that disjunction carefully.
A junior with a year in a district court chamber qualifies. So does a year as a law clerk or research associate with a tribunal. So does a year in a corporate legal team on contracts and arbitration. The clause does not require power sector experience for the litigation route — that requirement attaches only to the corporate alternative. At Rs. 8.3–10.2 lakh a year, this is a stronger first offer than most one-year advocates will see.
Deputy General Manager (Legal): The Senior Post
Thirteen years of post-qualification experience in an executive position, in the area of legal services. The advertisement is specific about the work, and the specificity tells you what SECI actually needs:
- Drafting, scrutinising and vetting commercial documents — instruments, affidavits, deeds, agreements, contracts, MoUs, indemnity bonds, bank guarantees, consortium and collaboration agreements, pleadings, and legal due diligence of loan proposals.
- Handling litigation — court cases, arbitration, disciplinary proceedings, labour and service matters.
- Regulatory affairs before CERC, State Electricity Regulatory Commissions and APTEL.
Desirable experience includes legal due diligence on renewable energy projects, project financing, security documents, concession agreements, power purchase agreements, EPC and O&M contracts, land matters, statutory compliance and RTI.
The CERC / APTEL line is the filter.
General corporate or litigation experience will not distinguish an application here. Electricity regulatory practice will. If you have appeared before a State Electricity Regulatory Commission, the Central Electricity Regulatory Commission or the Appellate Tribunal for Electricity — or advised on tariff, open access, PPAs or renewable purchase obligations — put it in the first three lines of your application. That is the experience SECI is buying, and there are not many practitioners in the country who have it.
Regular Versus Fixed Term — the Distinction That Matters Most
The DGM (Legal) post is regular. The other two are fixed term. This is not a formality:

The IDA figure understates the regular post. Rs. 90,000–2,40,000 is the basic pay scale only. Dearness Allowance, HRA or company lease, and the full CPSE benefit package sit on top of it, so the effective package for the DGM post is materially higher than the headline band suggests. A fixed-term CTC, by contrast, is the whole number.

The cut-off date works in your favour.
Both the age limit and the post-qualification experience are computed as on the closing date — 23 September 2026, not the date of the notification. If you complete your first year of practice, or your thirteenth, at any point in the next few weeks, you are eligible. Candidates routinely disqualify themselves by counting to the wrong date.
Age Relaxation
- OBC-NCL: 3 years, for posts reserved for that category
- SC/ST: 5 years, for posts reserved for that category
- PwBD: 10 years, over and above category relaxation
- Ex-servicemen: per Government of India directives
An important caveat on the three legal posts. All three are notified as UR — unreserved. Category relaxation in the upper age limit applies only "for posts reserved for the respective category". Since none of the legal vacancies is reserved, an OBC-NCL or SC/ST candidate should not assume the relaxed ceiling applies here. Clarify with SECI before paying the fee if you are close to the limit.
Selection
There is no fixed examination. SECI reserves the right to raise the eligibility standards and to shortlist on the basis of marks in graduation or post-graduation, years of relevant experience, or additional qualifications. Where applications are numerous it may hold a screening test, written test or skill test, and shortlisted candidates face a written test, group discussion or interview as the case may be.
The advertisement states plainly that meeting the minimum eligibility does not entitle a candidate to be called, and that SECI may raise the minimum standards at any stage.
How to Apply
- Step 1. Apply online at www.seci.co.in before 23 September 2026, 5:00 p.m.
- Step 2. If you are applying for more than one post — and a law graduate could legitimately apply for two of the three — you must file a separate application for each, with a separate fee.
- Step 3. Keep scanned in advance: photograph and signature in JPG/JPEG, 20–50 KB; category certificate if applicable, 100–300 KB; all mark sheets and pass certificates.
- Step 4. Prepare experience certificates stating the nature of the job handled, with dates of joining and relieving — offer or appointment letters, experience certificates, last three months' pay slips on company letterhead, Form-16, joining and relieving orders.
Two conditions worth noting. Full-time consultancy and Young Professional experience is counted for executive positions — useful if your years include a stint as a Young Professional with a Government body. And only experience in a commercial entity or company of repute is considered, so independent practice may need careful documentation.
Should You Apply?
Officer (Legal) is the clearest opportunity on this notification. One year of experience, a genuinely wide experience clause, Rs. 8.3–10.2 lakh, and a Navratna CPSE on your record. If you are one to three years at the Bar or in-house, apply.
Deputy Manager (Solar — Policy & Regulatory) is the one to look at if you have four years and any exposure to electricity law, tariff or regulatory work. It pays better than the Officer post and the field of law applicants will be thin.
DGM (Legal) is a serious senior appointment — regular, pensionable, with pay protection for those moving from another PSU. But thirteen years plus regulatory practice before CERC or APTEL is a narrow specification, and the single unreserved vacancy will attract strong candidates from across the power sector.
